Constitutional Court says deputy ministers should not hold jobs in SOEs

first_imgThe court rejected the petition on Thursday on the grounds that the plaintiffs did not have legal standing, but it did highlight the petitioners’ argument over the absence of a regulation that bans deputy ministers from holding concurrent roles as commissioners or members of board of directors at state-owned or private firms.“Even if deputy ministers only give assistance to ministers in delivering ministerial duties, the appointment and the dismissal of deputy ministers are within the president’s prerogative rights, the same as that of ministers,” the court said in its ruling dossier.”Deputy ministers should, therefore, be treated equally as state officials who carry the same status, like ministers. With such a status, all provisions prohibiting ministers from serving dual roles under Article 23 of the 2008 law should also apply to deputy ministers.” The court argued that it was necessary so that deputy ministers could “focus on their ministerial duties”. The Cavaliers are a good bet to clinch a No. 1 seed in the NCAA Tournament, and have perhaps the toughest defense in the nation, but right now it is hard to argue against Duke as the hottest team in the league. After a shaky (by Duke standards) 4-3 start in ACC play, the Blue Devils rattled off 11 straight wins to finish with a 15-3 conference record. Duke’s explosive offense hasn’t been held under 70 points since January, when it became one of only two teams to beat Virginia, knocking off the Hoos 69-63 in Charlottesville. The ‘Pack is coming off of a very nice season-ending win against Syracuse, defeating the Orange 71-57 in Raleigh. N.C. State enters the ACC Tournament as the No. 7 seed, and will face Pittsburgh, a team that it defeated 68-50 in early January, in its first game. With a win, the Wolfpack will have a chance to pick up a second win against Duke. N.C. State fans should also have a strong showing in Greensboro, as they did last year, when the Wolfpack made a run to the semi-finals, helping push the team off the bubble and into the NCAA Tournament. Stakeholders Welcome Setting up of Craft Authority

first_imgMembers of the local craft sector are anxiously anticipating the implementation of a Craft Authority, which will manage, maintain and market the sector in Jamaica.Plans for the Craft Authority were announced by State Minister in the Ministry of Tourism and Entertainment, Hon. Damion Crawford, during his Sectoral Debate presentation in the House of Representatives on July 2.“The decision has been welcomed. It is something that we have been yearning for over many years. I think the intervention of the State Minister and the Minister of Tourism to set up a Craft Authority will curtail problems that we are faced with on a daily basis, including lack of recognition,” says Vice President of the Craft Vendors Association, Devon Mitchell.“What they are putting in place will help to reduce [unfair] competition in the craft industry. It will impact us in a positive way. The management system will benefit small craft traders, craft producers and increase revenue,” he tells JIS News.Meanwhile, Project Co-ordinator of Jamaica Creative Co-operative, Maxine Donovan, says craft vendors often encounter challenges with marketing their authentic Jamaican products, because the market is saturated with craft items made of inferior material from foreign countries.“As a result, visitors are unable to distinguish between real Jamaican craft and items made in other countries. This initiative by the Ministry will improve employment, prevent real craftsmanship skills from dying and circulate revenue within the country,” Mrs. Donovan says.Additionally, craft vendors believe that the implementation of the Craft Authority will assist them with their marketing efforts through streamlined advertising, as well as give marketers greater opportunities to educate visitors about Jamaican craft.“The implementation of the Craft Authority will increase revenue. This is a 6% increase in the number of dogs used compared to the previous year (2,865 in 2011), and a rise of 12% in the number of experiments carried out (4,552 in 2011).Most experiments carried out on dogs are for toxicity testing. The dogs may be injected with or force fed drugs and chemicals and then observed for signs of adverse (toxic) effects including vomiting, diarrhoea, internal bleeding and organ damage, seizures, paralysis – even death. They are killed at the end of the experiment.The BUAV Chief Executive, Michelle Thew, said: “Over 11 million families in the UK share their home with either a dog, or a cat yet these much loved animals are still being used in cruel and unnecessary tests. Ford recalls almost 14M cars steering wheel can come loose

first_imgDETROIT – Under pressure from U.S. regulators, Ford is recalling nearly 1.4 million midsize cars in North America — including 62,479 in Canada — because the steering wheels can detach from the steering column and drivers could lose control.The recall covers certain Ford Fusion and Lincoln MKZ cars from the 2014 through 2018 model years.Ford says steering wheel bolts can loosen over time. The company says it knows of two crashes and one injury caused by the problem.Dealers will replace the bolts with longer ones that have more aggressive threads and a nylon patch to stop them from coming loose. Owners will be notified by mail the week of April 30, and parts are expected to be available by then.Just over 1.3 million cars in the U.S. are being recalled, with the rest in Canada and Mexico.The recall comes about five months after the U.S. National Highway Traffic Safety Administration opened an investigation into steering wheels falling off of Fusions from the 2014 through 2016 model years.The safety agency said in documents that it began the probe after receiving three complaints, including one from a driver from Georgia who reported that the steering wheel in a 2015 Fusion fell into their lap when turning into a gas station.Two other people reported that the bolt attaching the wheel to the steering column came loose while driving and had to be retightened at a repair shop. At the time the agency had no reports of crashes or injuries.Ford isn’t the only manufacturer to issue a recall for steering wheels coming off. In February, Hyundai recalled 43,900 vehicles which were at risk of the steering wheel breaking away from the steering column.
